| Local Wholesale Ethernet Demand is Up, Ethernet Price Satisfaction is Down, Reveals Latest Edition of ATLANTIC-ACM’s Metro Carrier Report Card |

Boston, Mass. – December 14, 2009 ATLANTIC-ACM, a leading telecommunications research consultancy, today released the 2009 edition of its Metro Carrier Report Card - the fourth edition of the local wholesale industry's chief benchmarking study. “Ethernet spending is expected to pick up as respondents allocate a greater portion of their local transport spends to higher speed circuits,” says ATLANTIC-ACM President Fedor Smith. “Ethernet quality scores increased by 7 percent year-over-year, while price satisfaction scores declined for the same time period. Increasing competition in the metro wholesale Ethernet space continues to drive customers’ price expectations down, resulting in lower price satisfaction scores.” About the Study ATLANTIC-ACM’s 2009 Metro Carrier Report Card is an industry-wide, survey-based study that enables wholesale customers to provide feedback on multiple carriers in a variety of service and product categories, and to evaluate carrier operations. The report card features wholesale customer ratings of carrier performance over multiple service and operational categories from the past 12 months of service. The resulting data provides carriers with an overview of strengths and weaknesses from the customers' point of view, and allows them to directly compare their own performance to that of competitors.
